One major factor of the growth of import cosmetics is the deregulation of import cosmetics implemented in 2001 that meets the international standards. Prior approval for each product is notrequired, so products containing ingredients already approved in Japan can be imported by just making a filing with the local prefectural government. With the new regulation, it becomes much easier to enter the Japanese market.
