Japan is the second-largest cosmetics market in the world only after
the U.S.A. According to statistics released by the Ministry of Economy,
Trade and Industry, the size of the Japanese cosmetics market reached
a total of US$ 12.9 billion / Euro 10.7 billion (ex-factory) in 2004.
It is said that the Japanese consumers are especially demanding, so

| Deregulation accelerates the growth of import
cosmetics market |
The number of imported cosmetics brands has been increasing rapidly
in the Japanese market recently, because of the deregulation of import
cosmetics implemented in 2001. Before the deregulation, the Japanese
market has long been considered a difficult one for starting business.
The new regulations are consistent with international standards. Prior
approval for each individual product is not required, so products
containing ingredients already approved in Japan can be imported by
just filling a document with the local prefectural government. The
deregulation has made access to the Japanese market much easier. Further,
the number of import trading companies of cosmetics products has reached
more than 600 in the Tokyo Metropolitan area and over 1000 throughout
Japan.

| According to the Cosmetic Importers Association of Japan, Japanese
imports of cosmetic products reached US$ 1.45 billion/Euro 1.2 billion
(ex-factory) in 2004. This was an increase of 9.4% compared to 2003.
The volume of import cosmetic products has been increasing for seven
years in a row since 1998. A major reason for this was the deregulation
of cosmetics importation introduced in 2001. And another reason is
that foreign manufacturers are better at creating trends and brands
to propose a new lifestyle than Japanese manufacturers, and these
trends and brands are well received by Japanese consumers. |
